Would any peace activist reject the Declaration of Peace and Cessation of War (DPCW, 10 Articles 38 Clauses) of Heavenly Culture, World Peace, Restoration of Light (HWPL, Chairman Man-hee Lee) ? This draft law, which contains groundbreaking content that can fundamentally prevent the outbreak of conflict in the global village, is the answer to achieving peace that anyone who desires peace can only support. Ethiopia's leading university, peace research experts and research institutes are all in support of HWPL's DPCW.

On September 5th 2019, HWPL signed a Memorandum of Agreement (MOA) with the Institute for Peace and Security Studies (IPSS) at the 5th Annual Commemoration of the 9.18 WARP Summit held at Eshetu Chole Hall, Addis Ababa University, Ethiopia.

The purpose of this MOA was to strengthen the credibility and effectiveness of the draft law, the 10 articles and 38 clauses of the DPCW, through a study of how it can be applied to alleviate conflicts on the African continent.

How and why did the IPSS come to the signing of this agreement? It started at a peace event held in Ethiopia, where IPSS Academic Director Yonas Adaye was introduced to the DPCW, which HWPL was promoting globally for enactment as international law. Academic Director Yonas Adaye was taken aback as he reviewed each provision and thought that if everyone were to do the same, then the world's conflicts and wars could be brought to an end. He wanted to contribute to HWPL's peace mission through the promotion of the DPCW, for the goal of world peace as a legacy for future generations. This message was emphasized repeatedly by Chairman Man-hee Lee throughout his 31 global peace tours.

Mr. Adaye, moved by the sincerity of HWPL's peace movement, immediately suggested that HWPL cooperate with the research institute he was working for. From 2007 to the present, Mr. Adaye has been serving as Academic Director of the IPSS at the University of Addis Ababa, Ethiopia. Since 2001, he has also been a member of The Organization for Social Science Research in Eastern and Southern Africa (OSSREA).

At the time of the MOA signing, Academic Director Jonas Adaye said, “The content of the DPCW is good in terms of peace, but it would be better if it was applied to actual conflict cases and became a declaration with effectiveness. After the MOA is signed, I hope that we will work together to make the DPCW an authoritative document in Africa.”

Since signing the MOA, the two organizations have been setting the direction for collaboration through various discussions.

The main purpose of the drafting of the Memorandum of Agreement between HWPL and IPSS was to conduct research that would strengthen the credibility and effectiveness of the DPCW through a study of how it can be applied to alleviate conflicts on the African continent.

The two organizations agreed to work together towards achieving the goals of peace, security and policy development in Africa.

Within the MOA, IPSS, empowered by the African Council, has committed to confront the intellectual demands of finding peace and security solutions in Africa through academic programs, research and social service activities based on the establishment of the African Peace and Security Programme in the African Union.

The main scope of cooperation includes ▲Collaboration on sustainable programs to ensure lasting livelihoods, peace and security ▲Contribution to regular IPSS-led graduate Peace and Security programs ▲Cooperation on programs for peace, security and sustainable development ▲Collaboration on common issues, including the sustainability of local communities and the global village, and the operation of mutually agreed exchange programs.

The exchange program, in particular, was conducted by HWPL and included cooperation with the faculty, lecturers, researchers, staff, and students.

Specifically, it included ▲Peace education pilot study to set the standards for peace culture and development in Africa ▲Development and implementation of peace education rules and ethics among school leaders ▲Promotion of basic infrastructural requirements for peace education throughout Africa ▲Increasing global awareness of the importance of spreading 'peace culture' so that peace projects can be developed around the world in support of the DPCW ▲Conduct peace, security and sustainable development policy dialogue that challenges local communities in Africa▲ Dissemination of ideas on peace, security, and sustainable development.

The relationship between HWPL and Ethiopia was first established during the 3rd World Peace Tour in 2012 where, in November that year, Chairman Man-hee Lee met with the then President Girma Wolde-Giorgis at the presidential Jubilee Palace to request his participation in the movement for peace. HWPL later returned to Ethiopia on its 29th world peace tour in August 2018, where 10 university representatives and presidents signed a peace education MOU with HWPL to conduct peace education within each university. HWPL participated in the ‘Ethiopia Peace Conference’ held at the United Nations Economic Commission for Africa (UN ECA) in Addis Ababa on August 15th, where HWPL’s proposed solution for peace was delivered to an audience of government officials, educators, and youth.

Furthermore, on the 16th, at the Headquarters of the African Union (AU), political leaders from Africa and the Middle East  and leading legal experts gathered at the '2018 Addis Ababa Summit' to discuss the enactment of the DPCW as international law to help stabilize the advancement of peace in Africa and the Middle East through various peace projects.

  1. A beautiful, hopeful and somewhat miraculous post. How is that HWPL Chairman Man-hee Lee, who was in his mid-80s, could mediate a cruel, bloody 40-year inter-religious conflict between Catholic and Islamic groups that had claimed 120,000 lives on the island of Mindanao - which no government agency or peacekeeping force could solve - yet so few media organisations report it? Thank YOU for all the peace news you report. I hope media outlets will do the same and I will do my part in spreading this news.

    Moreover, whether in Mindanao, Ethiopia or the Americas, war always hits the innocent the hardest, especially women, youth and children. What do you possibly say or do to a mother who loses her son to war? The DPCW is a legal instrument that Chairman Lee of HWPL, who is a 92-year-old Korean War veteran, has conceived and garnered support for from politicians, Heads of State, religious leaders, academic experts and educators, women and youth groups through 31 global peace tours and it proposes a clear solution to permanently ceasing all wars and leaving peace as a legacy for the next generation. I really hope it will be presented to the United Nations in late 2022 or early 2023 so that it can be enacted as international law so that peace can come as soon as possible.
