[HWPL] Ministries of Education in Guatemala, Sri Lanka, Cambodia and Iraq Sign a Memorandum of Agreement (MOA) with HWPL


Ministers and vice-ministers of education of four countries visit Korea to attend the 4th Annual Commemoration of the World Alliance of Religions' Peace (WARP) Summit, the Peace Education Development Forum for Global Advancement at Songdo Ramada Hotel in Incheon, and signed an MOA with HWPL on September 17, 2018

Heavenly Culture, World Peace, Restoration of Light (HWPL, Chairman Man-hee Lee) promulgates ‘peace education and the spreading of a culture of peace that trains messengers of peace’ as a sure-fire method of attaining peace. In line with Chairman Man-hee Lee's slogan, “Let’s leave a legacy of peace for future generations,” HWPL’s peace education, which advocates the cessation of war and promotes the values of freedom, peace and love, has been well-received. Academics and educators in every country who oppose conflict in their own lands are either positively reviewing HWPL's peace education or are already applying it in practice. Memorandums of Understanding (MOU) for the implementation of peace education have been signed between HWPL and 214 academic institutions in 37 countries (as of June 2021), including at elementary, middle, and high schools and universities in Israel, the Philippines, the United States, and Kosovo.

On September 17, 2018, ministers and vice-ministers of education of four countries visited Korea to attend the 4th Annual Commemoration of the World Alliance of Religions' Peace (WARP) Summit, the Peace Education Development Forum for Global Advancement at Songdo Ramada Hotel in Incheon, and signed a Memorandum of Agreement (MOA) with HWPL.

In the MOA, HWPL and academic circles from every country have committed to, "We agree on the basis of mutual respect and trust to establish a close partnership for the implementation of HWPL peace education." In this memorandum, HWPL pledged to develop and provide a high-quality curriculum and textbooks. In response, academic circles in each country agreed to establish policies needed for peace education and to provide education for all related institutions in the country.

Memorandum of Agreement (MOA) between HWPL and Ministry of Education, Youth and Sport of the Kingdom of Cambodia (MoEYS) on September 17, 2018

Minister of Education, Youth and Sport of the Kingdom of Cambodia (MoEYS) Dr. Hang Chuon Naron attended the MOA signing ceremony, where he signed the MOA himself. He also attended the 3rd Annual Commemoration of the WARP Summit in September 2017.

The MoEYS was very impressed by the materials sent by HWPL that included details of Chairman Man-hee Lee's peace tours, the Civil Peace Agreement in Mindanao, the World Alliance of Religions' Peace (WARP) Summit, the work of urging every country to support the Declaration of Peace and Cessation of War (DPCW), and peace education events held in Indonesia. The MoEYS asked HWPL to visit Cambodia to host a seminar, or to invite education ministers and school teachers from Cambodia to Korea. The MoEYS also expressed their wish to meet with Chairman Man-hee Lee to learn about the spirit of peace, and they did so. In response, HWPL issued a formal proposal to host a peace education event and the drafting of an MOA, which following official review by the Vice Minister of Justice of Cambodia, was approved by the Minister of Education and signed on that same day. The following year, in February 2019, HWPL embarked on its 30th Peace Tour  and visited Cambodia,  where Chairman Lee held a meeting with Dr. Hang Chuon Naron. During this tour, the HWPL Peace Education Committee was launched under the MoEYS. 19 schools in Cambodia signed an MOU, and 29 people were appointed to the HWPL Peace Education Committee.

Memorandum of Agreement (MOA) signed by HWPL and the Ministry of Education of Guatemala on September 17, 2018

The MOA was signed by Vice Minister of Education of Guatemala, José Inocente Moreno Cámbara. Professor Moreno Cámbara was responsible for designing and validating Guatemala's public education system. He signed the MOA for the implementation of HWPL peace education in public schools and academies in Guatemala. He commended HWPL's peace education program - particularly the creation of peace textbooks - and suggested ways of achieving peace in society through educating the next generation. He directly introduced the MOA to the Minister of Education of Guatemala for the implementation of peace education at a national level, and it was positively reviewed. The Ministry of Education implemented HWPL peace education through the integration of a peace education pilot program from April to August of the following year in Guatemala.

Memorandum of Agreement (MOA) signed between HWPL and the Ministry of Higher Education and Cultural Affairs of Sri Lanka on September 17, 2018

The MOA was signed by the then Minister of Higher Education and Cultural Affairs of Sri Lanka, Wijeyadasa Rajapakshe. Mr. Rajapaksha is the current Minister of Justice and a member of HWPL's advisory board. He proposed the signing of the MOA between HWPL and the Ministry of Higher Education and Cultural Affairs for the implementation of HWPL peace education. He signed the MOA on behalf of the Ministry of Higher Education and Cultural Affairs as commitment to cooperate for peace with HWPL. He wrote letters of support for HWPL's Declaration of Peace and Cessation of War (DPCW, 10 Articles 38 Clauses), to which he is a signatory, and was appointed an HWPL Peace Advisory Council member at the 'Proclamation Ceremony of the Declaration of Peace and Cessation of War (DPCW)' on March 14, 2016.

Memorandum of Agreement (MOA) signed between HWPL and the Ministry of Higher Education and Scientific Research of Iraq on September 17, 2018

The MOA was signed by Dr. Salah Abdal Kader Ahmed Al-Nuaimyi, Advisor of he Ministry of Higher Education and Scientific Research of Iraq. He signed the MOA on behalf of the Ministry of Higher Education and Scientific Research as an influential figure with many years of service in the Ministry of Higher Education, where he has served several terms.  Through the signing of the MOA, he has supported the implementation of peace education at national universities in Iraq, and suggested that HWPL's peace education curriculum be incorporated into the human rights curricula of university courses.

  1. A beautiful, hopeful and somewhat miraculous post. How is that HWPL Chairman Man-hee Lee, who was in his mid-80s, could mediate a cruel, bloody 40-year inter-religious conflict between Catholic and Islamic groups that had claimed 120,000 lives on the island of Mindanao - which no government agency or peacekeeping force could solve - yet so few media organisations report it? Thank YOU for all the peace news you report. I hope media outlets will do the same and I will do my part in spreading this news.

    Moreover, whether in Mindanao, Ethiopia or the Americas, war always hits the innocent the hardest, especially women, youth and children. What do you possibly say or do to a mother who loses her son to war? The DPCW is a legal instrument that Chairman Lee of HWPL, who is a 92-year-old Korean War veteran, has conceived and garnered support for from politicians, Heads of State, religious leaders, academic experts and educators, women and youth groups through 31 global peace tours and it proposes a clear solution to permanently ceasing all wars and leaving peace as a legacy for the next generation. I really hope it will be presented to the United Nations in late 2022 or early 2023 so that it can be enacted as international law so that peace can come as soon as possible.
