Chairman Lee of HWPL and former President Emil Constantinescu of the Institute for Advanced Studies in Levant Culture and Civilization (ISACCL) sign a Memorandum of Understanding (MOU), following the 'Lecture Concert for Peaceful Unification on the Korean Peninsula'

Emil Constantinescu, who served as the third president of Romania, has described his impressions of Man-hee Lee, Chairman of Heavenly Culture, World Peace, Restoration of Light (HWPL) in an interview with this newspaper, saying, "HWPL is exemplary for Solidarity of Peace".

Such an evaluation is reflective of a deep sense of trust that manifested through an MOU signed between HWPL and the Institute for Advanced Studies in Levant Culture and Civilization (ISACCL), which was headed up by former President Emil Constantinescu. The MOU signing ceremony was included within the itinerary of the 4th Annual Commemoration of the WARP Summit and was held following the 'Lecture Concert for Peaceful Unification on the Korean Peninsula’ in Sejong University Daeyang Hall, Seoul, on September 20, 2018.

What was striking about this MOU is that both sides pledged their full cooperation for peace; a promise that is now being fulfilled.

Regarding the purpose behind the MOU, both sides affirmed, ”We must make every effort to cooperate as partners for the 'development and achievement of world peace', using each other's (human and material) resources, influence, authority, information, affiliate groups, networks, various events and all other resources.” In actuality, it could be said that the two organizations were willing to support the other in any and every endeavor.

The specifics of their scope of commitment was laid out.

First, ISACCL pledged its utmost to cooperate with schools, universities, other public and private academic institutions, and affiliate departments and institutions in Romania to set up and launch 'HWPL Peace Education'. In response, HWPL fully cooperated and supported ISACCL by preparing educational materials, expertise, and program guidelines.

HWPL also pledged to cooperate to its fullest so that the research materials, data, information, reports, publications and achievements of ISACCL would be reflected or utilized in HWPL programs and those of HWPL's affiliate organizations, including International Peace Youth Group. In order to fulfil the mission of the MOU, ISACCL decided to provide HWPL with all necessary materials, including data, expertise, and human and material resources.

In addition, the two parties pledged to host the other at respective conferences, forums, symposiums, seminars, workshops, meetings, ceremonies and other events as is necessary or beneficial to fulfilling the objectives of the MOU.

Furthermore, ISACCL and chairman Emil Constantinescu have made every effort to secure the participation of Chairman Lee and HWPL representatives at their events. In response, Chairman Lee and his peace delegation have provided ISACCL with a platform to deliver messages of peace, express opinions, share information and discuss their collaborative peace activity.

The creation and implementation of the MOU would not have been possible without the full support and trust of both parties.

Emil Constantinescu was the third President of Romania, serves as an advisor to HWPL and is chairman of the ISACCL. He met Chairman Lee for the first time at an event hosted by the Institute for Cultural Diplomacy (ICD) in Berlin in 2014.

In an interview with this newspaper, former President Emil Constantinescu recalled the time they met, saying, “I first learned about the noble goal of HWPL at that time.” He also said, “HWPL is exemplary for the solidarity of peace. Romania also showed some solidarity after the collapse of the communist system, but in the end they all split according to their personal interests. We often overlook the fact that an outcome depends on who, and with what motive, one is involved.”

Afterwards, former President Emil Constantinescu participated in an HWPL peace event led by Chairman Lee. In particular, during a conference of the 27th peace tour in 2018, the two individuals formed a special agreement where President Emil Constantinescu accepted Chairman Lee's invitation to impart his knowledge and wisdom concerning Romania's transition from communism to a liberal democracy on young Koreans. This agreement manifested in the form of the ‘Lecture Concert for Peaceful Unification on the Korean Peninsula', where HWPL and the ISACCL signed an MOU promising continuous collaboration, on September 20, 2018, in Korea.

On April 2, 2019, the ‘Levant Initiative for Global Peace’ conference was held in the presence of the HWPL peace delegation during the 31st peace tour.

At that conference, which was held under the theme, ‘The Role of Cultural Diplomacy in Approaching the Protracted Conflicts: Culture of Peace through Understanding the Other,’ HWPL introduced the ‘Global Declaration of Peace and Cessation of War (DPCW 10 Articles 38 Clauses)’ and the Peace Letter campaign. Furthermore, in response to Chairman Lee's presentation, dignitaries from 25 Eastern European countries who were in attendance made history by writing a letter in support of the DPCW.

  1. A beautiful post. It is war that hits the innocent the hardest, especially women, youth and children. Why must a mother lose her son to war? The DPCW - a legal instrument that Chairman Man Hee Lee of HWPL, a 92-year-old Korean War veteran, has conceived and garnered support for through 31 peace tours with politicians, Heads of State, religious leaders, academics and youth - is a solution to ending all conflict. I believe that it will be enacted as international law and peace will come when it is presented to the UN in late 2022 or early 2023. Kudos to Chairman Lee and HWPL.
